SPARC INDIA PACS PROGRAMME

The Poorest Areas Civil Society (PACS) Programme is an initiative of the UK Government’s Department for International Development (DFID) aimed at reducing the gap in wellbeing status between socially excluded groups in India and the rest of the population.

PACS focuses on non-discriminatory access for socially excluded groups in two key themes:
  •  Livelihoods (work, land rights, resources and skills)        
  • Right to basic services (education, health and nutrition).
  • The Poorest Areas Civil Society (PACS) Programme seeks to increase non-discriminatory access to healthcare systems and services for socially excluded groups, through programmes including National Rural Health Mission, Janani Suraksha Yojana, RSBY and ICDS.
     
    Through this program we work towards
    •  An increase in the number of fully functioning village, block and district level government medical centres and village level ICDS centres, to meet government norms.  
    • Discrimination-free public healthcare services.  
    • Regular monitoring of the health of women, teenage girls and children.
    • Conduct of regular maternal and neo-natal death audits.  
    • Increased awareness about health systems.  
    • An increase in the number of households of socially excluded groups covered by RSBY.

    The project aims to provide person with disability (PwD) access to rights and entitlements under health, educational and a sustained livelihood opportunity.The purpose of the project is to ensure discrimination free access to government services and the right to live with dignity by mainstreaming them. The project is running in 785 slums and 110 wards of Lucknow city in Uttar Pradesh.
     
    We Aim to …  
    • Initiate the formation of disable people’s organizations (DPOs) and their build their capacities.  
    • Ensure involvement of different sections of the community in sensitization campaigns and take steps to mainstream children with disabilities (CWDs) and PWDs.  
    • State level advocacy with supports of the DPOs through integrated and strategic planning.  
    • Establishing linkages with various government departments to sensitize them on exclusion faced by PwD and conduct state level public hearing to highlight exclusion faced by PwDs  
    • Sharing best practices and learning at state and regional consultations to influence policies and schemes to be inclusive towards PwDs.
